Judith Maxwell was the founding president of the Canadian Policy Research Networks until she retired in 2005. She is now a member of the Board of Governors of the Community Foundation of Ottawa, and is part of a group of volunteers working to establish a Citizens Academy for Ottawa.
Ms. Maxwell has long experience in the public sector and private think tanks. Until 2008, she served on several corporate boards. She was chair of the Economic Council of Canada from 1985 to 1992. Prior to 1985, she worked as a consultant, as the director of policy studies at the C.D. Howe Institute, and as a journalist.
Ms. Maxwell is a member of the Order of Canada. She has been awarded honorary degrees by nine Canadian universities and a community college.
