    Ms. Beale is president and CEO of the Atlantic Provinces Economic Council (APEC), a position she has held since 1996. Prior to this, she worked for 10 years as a consultant economist and was APEC's chief economist from 1981 to 1986. Ms. Beale's policy and research interests include energy, labour market, and innovation strategies. Ms. Beale has authored numerous studies and is a frequent guest lecturer. She led an Atlantic research team on an OECD-IMHE project on higher education and regional development from 2005 to 2008 and was a member of the federal-provincial Labour Market Information Advisory Panel and the Nova Scotia Economic Advisory Panel in 2009.

    Although economic policy has been the focal point of Ms. Beale's career, her interests extend well beyond . She was an associate fellow and lecturer in the School of Journalism at the University of King's College from 1981-1991and a governor of Dalhousie University from 2000 to 2010. She has a long-standing association from 1985-1999 as a director and subsequently chair of the Human Resource Development Association and she is a member of the National Statistics Council, a director of the Leslie Harris Centre of Regional Policy and Development at Memorial University, and a director of Wawanesa Insurance. 
     
    Ms. Beale was born in Edinburgh, Scotland in 1951 and has lived in Halifax, Nova Scotia since 1975. She is a graduate of the universities of Toronto (B.A., 1973) and Dalhousie (M.A. Economics, 1977).
