Jean Mercier is a full professor of public administration and environmental policies in the Department of Political Science at the University of Laval, where he was head of the department from 1994 to 1997.He was a guest professor at the Foreign Affairs College in Beijing (summer 1994) and at the Institute of Political Studies in Bordeaux (1997). He also participated in the Rio de Janeiro Summit in 1992.
He has published a number of books, including Downstream and Upstream Ecologists (Praeger, 1998), as well as articles in research journals such as Public Administration Review, International Review of Administrative Science, and Social Science Research, and political journals such as Analyste et Cité-libre.
Jean Mercier recently received two research grants from the SSHRC (Social Sciences and Humanities Research Council): one for voluntary environmental agreements (2004-2007) and one for greenhouse gas reduction programs in the states and provinces of northeastern North America (2007-2010), a project that includes a comparison of greenhouse gas reduction policies in Boston and Montreal's transportation policies.
