    Having served as British Columbia's Premier from 1991 to 1996, as Mayor of Vancouver for three terms and as a Vancouver alderman for four terms, Mr. Harcourt is now Chair of the International Centre for Sustainable Cities and Vice-Chair of the Advisory Board for the Cities PLUS project. He is a Senior Associate of the Liu Centre for the Study of Global Issues and a Senior Associate of the Sustainable Development Research Institute, both based at the University of British Columbia.

    In November 1996, Mr. Harcourt was appointed by the Prime Minister to the National Round Table on the Environment and the Economy, where he serves on the Executive Committee and chairs the Urban Sustainability Programme. He is also a director of the Asia Pacific Foundation and works with the Rick Hansen Man in Motion Foundation where he leads the Spinal Cord Injury Quality of Life Advisory Group. In 2003, in recognition of his dedicated service to the protection of the environment during his years in office, Mr. Harcourt was awarded the prestigious J.B. Harkin Medal for Conservation.

    Mr. Harcourt holds a Bachelor of Arts degree and a law degree from the University of British Columbia. He also holds an Honourary Doctor of Laws degree from Royal Roads University in Victoria, B.C.
