Why do Canadian softwood lumber exports to the United States create such trade friction between the two countries? How does NAFTA fit into it? As a member and then for a time head of the Canadian negotiating team for the last softwood lumber dispute, 2016 mentor Elaine Feldman believes that lessons can be learned from Lumber IV (2001-2006) to better understand the current (Lumber V) dispute.
